Right To Information

  • The Right to Information Act, 2005, aims to provide for setting out the practical regime of right to information for the citizens of India, to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority.
  • This Act received the assent of the President of India on the 15th of June, 2005.
  • In C-DOT, one's right to information is respected and great care is taken to provide the relevant information sought under the Right to Information Act, 2005, enacted as a Law by the Government of India.

Procedure to Receive Information Under the Act

  1. How to file application
    1. Application should be prepared in standard format using Hindi, English or the local language. Application on plain paper is also accepted. Download Application Form
    2. Application should be sent to the Central Public Information Officer (CPIO) by Registered Post or Courier or Fax or in person. Alternately, a softcopy of the filled-up application form can be sent to the CPIO by e-Mail.
    3. Application fee can be paid in cash to Finance Department, C-DOT Campus, Mehrauli, New Delhi 110030, and receipt submitted to the CPIO, or in the form of Demand Draft or Banker Cheque or Indian Postal Order (all in favour of 'C-DOT') and sent to the CPIO by Registered Post or Courier or in person.

  • The decision making process of the Organisation is as per the delegation prescribed by the C-DOT Bye laws and the Delegation of Powers document. For internal day to day function, the decision making powers are vested in the Board and further delegated to officials below the Board as per the delegation of financial and administrative powers, which is documented and available with all department heads.
  • C-DOT has well defined procedures and guidelines in the form of delegation of powers, laid down policies, guidelines and manuals with a view to ensure compliance of provisions of various statutes, rules and regulations and the guidelines of Department of Telecommunication, Central Vigilance Commission and other concerned organizations.
  • The overall objectives and framework of rules and regulations of the organization are laid down in the Memorandum of Association, Rules & Regulations, Bye-Laws document. Each Division of C-DOT, while discharging its functions, is guided by policy documents, manuals and instructions. Organisation’s processes are defined for all technical activities, which provide the procedures, guidelines, templates, forms and checklists. All these are periodically reviewed and updated.
  • The Central Govt rules are followed in such cases for which C-DOT Bye-Laws do not have provisions.

  • C-DOT maintains various statutory documents – registers, books, manuals, permissions, etc, for the business operations, as required under various laws, statutes, rules and regulations, as well as for the smooth functioning of the organization.
  • C-DOT is an R&D organization and policies formulated relate to its internal management, and therefore, there is no requirement for consultation with the members of the public prior to formulation of its internal policies. However, internal policies of C-DOT are formulated in compliance with applicable provisions of statutes, rule and regulations, etc.
  • The members of the public, who intend dealing with C-DOT for business transactions, may approach concerned officers through e-mail, fax or letter.
  • The organisation’s activities do not involve execution of any subsidy programme.
  • The organisation’s activities do not involve granting any concession, permit or authorization.
  • All information relating to the organisation’s profile, business, products, services, etc., is available in electronic form and the same can be obtained from the corporate website.
  • C-DOT is maintaining a corporate website. Citizens desirous of obtaining information may visit the website. The list of information officers under the Right to information Act can also be obtained from the website.
