The Public Data Office Aggregator (PDOA) aggregates any set of PDOs across the country. These PDOs maybe small businesses or larger bodies that it ties up with to install Wi-Fi access points. PDOA will register with at DoT. It will also register at the Central Registry using its public certificate for signature validation. It will apply for self-certification and after successfully being granted the certificate by the Central Registry, it can become a part of the PM-WANI framework

• Add associated PDOs’ Wi-Fi Access Point details like SSIDs, locations, etc on the Central Registry • Maintain payment transaction, billing tariff and data usage for the Wi-Fi users • Provide usage details (if required) to Lawful Enforcement Agencies (LEAs) by maintaining user data statistics for a period of a year • Ensure user data privacy, security & confidentiality

• You have to be any company registered under the Companies Act 2013. • You have to comply with the applicable FDI guidelines for Telecommunication sector. • You should register by DoT through Saral Sanchar Portal (https://saralsanchar.gov.in/) without payment of any registration fee. • You have to register and get certified at the Central Registry to become a PDOA

• You have to aggregate all the PDOs/Public Wi-Fi by uploading the details on Central Registry Portal ( https://pmwani.cdot.in )
